Twelve men were arrested during a big fight against terrorism, West Midlands Police said.
The men - five in Cardiff, four from Stoke-on-Trent and three in London - were arrested on charges of preparation or instigation of acts of terrorism in Britain.
The Suspects aged between 17 and 28, were arrested by unarmed officers about 0500 GMT.
Officers are now conducting research on men's houses and other places.
West Midlands Police said in a statement: "All were arrested on or near his home, with the exception of a suspect who was from Stoke on a farm in Birmingham.
"The investigation is carried out in the home and the direction of Birmingham and another residence in London.
"The suspects will be detained in police stations in central London, North West and West Midlands."
